Just my two cents... While a better wiki-faq is almost always a good  
thing, I think that in terms of reducing e-mail traffic and helping  
with the "dumb questions", a forum system might be another alternative.

I don't think adding a "newbies" list will really help--few people  
will restrict themselves to the newbie list and then only escalate to  
the 'users' list once a significant time has passed. The two lists  
would be too similar to have a strong distinction, and most people  
with one-off questions are likely to cast their net widely enough  
(ie: address to both) "just in case". If you build it, they will skip  
it.

The Users and Devel lists don't quite have this problem due to a  
clear separation of topics, but any newbies are unlikely to be able  
to know if their question is dumb or not almost by definition.

A forum would keep inboxes from becoming cluttered, and represents a  
relatively low barrier to entry for many users. Personally, I find it  
less of an subjective psychological investment to make a pseudonymous  
forum account than to join a mailing list. My not-experimentally- 
verified belief is that newbies presented with a choice of forum  
versus e-mail list will choose the forum.
