I assume you mean the raid array that contains the data is on the
server and it is not nfs mounted...

In that case I agree you should be getting a much better backup rate.
One quick way to test if the database is the problem is start a
restore from bconsole and see how long it takes to generate the file
listing. If it takes more than a few minutes there is definitely a
problem with that database.
