I am also running on Ubuntu (12.0.4) No problems using the configs as is, except changing the names to exim4.conf and exim4_out.conf

SPF also may need to be commented out. I found the github configs rejected all messages because the SPF section is incomplete.

OK, I think I solved my first problem here.  I thinking that exim.conf is the 
service that runs, and Mailscanner will call exim_out.conf.  Therefore, I don't 
have a port binding issue.  Please correct me if I'm wrong.
