I'm sorry, you're correct.  If you name the exim4 config /etc/exim4/exim4.conf, 
the stock debian init.d script will use that.  Thanks everyone!

debian-conf version of the exim4 config.  I don't think you can just drop a new 
config called exim4.conf in /etc/exim4/ and expect that it will be read…

SPF also may need to be commented out. I found the github configs rejected all

OK, I think I solved my first problem here.  I thinking that exim.conf is the 
service that runs, and Mailscanner will call exim_out.conf.  Therefore, I don't 
have a port binding issue.  Please correct me if I'm wrong.
