It's not. You're getting exactly the completion you asked for if you
set completion-type to nil, i.e. scan ALL names, addresses, akas and
work from those. It obviously binds more tightly to email addresses
than names, presumably since names are less unique than email
addresses. So if you type in `vis' and hit [complete], it will
complete on the email address that starts vis... before it completes
on the name that starts vis.... I'm not sure, but it's possible that
hitting [complete] a second time will cycle it through available
options.
