Create two identical files with some nonascii characters. Verify that XEmacs opens the files "correctly". Now put "-*- coding: gb2312; -*-" in (the first line of) one of the two files, and open each file, and look if XEmacs behaves differently on the two files. An XEmacs with file coding should behave differently, an XEmacs without file coding should behave the same. Maybe you could choose a different encoding instead of gb2312.
