Is this a cygwin-related problem? I cannot test that. (Suggestions welcome from anybody who knows more about cygwin.) Actually, the makefile is pretty much the old make file. In any case, if you compile by hand the files bbdb.el, bbdb-com.el and bbdb-migrate.el (plus any of the MUA files that you might like to use), that should be good enough to get started.
