Really? At the ROOT LEVEL of your computer there is a directory named 
/VCTTools/? How did you manage that?

Does the script hdbgsub.sh exist in that folder?

Does whatever tool you are invoking have permission to access that script?

Has the quarantine bit on the script be checked?

Big Sur is much much more secure than High Sierra, and running "unknown" 
scripts is part of that security.
