I'd go for "Object Orient Perl" by Damian Conway. You already know how
to program, and the first few chapters gives you a crash course in the
idiom of Perl. The rest of the book gives you a solid grounding in
writing good, idiomatic, well-structured Perl.

Doesn't cover CGI much. So, if you want CGI, get the O'Reilly "CGI
Programming with Perl" book. But CGI is fairly easy to pick up anyway.
