IPS was a wrong strategic move by SUN. That too the IPS folks were not willing to listen to people who were intimately familiar with packaging and software distribution in general. The design was broken from the start. It was a colossal waste of time and money by SUN. So I cannot fully agree with your assertion that "new replacements are usually suboptimal".
