I haven't seen any problems like this with artists for quite some time. However...
Just now I changed the capitalization of a track title, keeping the mtime unchanged, then I bumped the mtime on all of the tracks in the album (as I always do) and then did a new & changed scan. The scan details show 'Scanning changed files: E:\Flac (4 of 4)', but when I view the album, the old track name is still there and now the album has two track number 1s. I'm not positive this behavior is new to 7.9, but I'm pretty sure it worked correctly in the past.
