As I said on BGG; I work with a company that sells W3/WAI analyses. No
webbrowser is CSS complilant to a good enough degree, but you can , if
you have a good understanding of CSS and what standards and WAI
guidelines constitute (Not to forget, haveing real people test page
with accesibility tools) make a homepage that works in multiple
browsers and follows standards.
