Hello Raj,
I went thru your proposal. Since, each candidate will be investing Rs.18K for this training program, in addition to their living expenses during the training, they should get a good idea about what they will gain from it. I have the following suggestions to attract the right candidates:

  1. You should specify the desired background of candidates  who will
     be successful in the profession for which they will be trained.
  2. Specify the range of salary e.g. Rs. 3K-5K, which they will be
     offered after taking the training. It is important to specify the
     minimum expected salary.
  3. As the training is only half day, explore possibilities of their
     starting working part-time within 2-3 months so they earn enough
     to pay for the training.
  4. Indicate how candidates can start their own business after
     training and some working experience, giving an idea of the
     investment required and help BM team can offer in getting them
     started.

If BM team can get government help for this program, as AV has suggested, it will make a big difference.
