Again no word on the IF clause. What is the minister expected to do if somebody is harming others ? Isn't he expected to stop the person who is trying to harm? I am sorry to say but it was not diplomacy alone that kept the US and USSR from going out to war. It was the threat of MAD that kept them sane. Sometimes you do need to hiss to maintain peace or as they say sam, dam, dand, bhed and vivek are all needed to tackle a problem.
