Something like the zoning code is certainly something that should be reviewed
and possibly amended (or reformed) on a regular basis, and it is.
Indeed, city staff just finished a multi-year revision of the city zoning code,
including multiple opportunities for the public to comment on what should be
changed and how, and the city council just approved the final version of this
multiyear process:

I think this is a great idea too! speaking of zoning, what about instituting
new
bike (inside) parking requirements for new housing and commercial as
well...don't broadbrush historic preservation and anti density as the same...in
fact, the historic districts are smack dab in the middle of our highest density
land use neighborhoods and census tracs....history of cities and all...doubtful
that Blackhawk McMansionland will ever be "historic"...lets put the Platinum
Bike report and goals back into the public policy action realm and off the
shelf
of Mayoral studies gathering dust on shelves!

typically the same groups who advocate biking block dense urban infrastructure
under the guise 'historical preservation'.
density goes hand in hand with cycling as transport. the near east side can't
have it both ways.
