Mike, I have read 347.45.  It starts with a list of the vehicle types it does 
apply to , which is most of the list the 347.02 on applicability says the 
chapter does not apply to, except bicycles.  There would be no need for this 
list if the statute were to apply to all vehicles, including bicycles, and the 
omission of bicycles from the list is a good indication that it does not apply 
to bicycles


347.45 Tire equipment

(2) No person shall operate on a highway any vehicle, including

farm tractors, self−propelled farm implements, implements of

husbandry, animal−drawn vehicles and road machinery, if such

vehicle has on the periphery of any of its tires any block, stud,

flange, cleat, spike or other protuberance of any material other

than rubber which projects beyond the tread of the traction surface

of the tire,

Arthur, please reread the applicability.  The keys words are "...requiring 
vehicles to be equipped..."   In this case studded tires are not a requirement, 
but a prohibition.

Read more in 347.45.

The proposed change will remove any doubt for bikes.
