Mike, I have read 347.45. It starts with a list of the vehicle types it does apply to , which is most of the list the 347.02 on applicability says the chapter does not apply to, except bicycles. There would be no need for this list if the statute were to apply to all vehicles, including bicycles, and the omission of bicycles from the list is a good indication that it does not apply to bicycles
