I just talked to someone from Rep Ripp's office about AB265 amendments: It is their understanding that municipalities will still be able to prohibit moped parking under the amendments. They made the change to give municipalities more flexibility. (Though I don't see why explicitly creating bicycle-only parking areas doesn't qualify as flexibility if doing the same for mopeds does).
Also, There is an effective date of three months after the passage of the legislation. This was requested by the DOT to given them time to broadcast the changes to drivers.
