Rick, You are correct in that the change in the language allows us to create 
moped specific parking locations.  We still have the authority to prohibit 
moped parking at bike racks where we want to do that in the “may regulate” 
language.  The earlier “may prohibit” language sounded like an all or nothing 
proposition, either mopeds could be parked at bike racks or they could not.  We 
wanted to make sure we had the authority to prohibit mopeds at bike racks where 
this was a problem (eg downtown/campus area), but to still allow them at bike 
racks where this was not a problem.  More flexibility.  - -  Arthur
