For vehicles approaching the Capital City Trail and Eastwood Avenue from
Division Street, there are multiple signals- one at the near side of the
intersection and one at the far side of the intersection. There is only a
"no turn on red" sign posted at the near signal.  Cars that have come to a
stop or rolled toward the intersection without registering the sign will
then look to the far signal and assume incorrectly that it is ok to turn
right on red.
