Where the bike path through the Isthmus crosses Willy St at Riverside Drive
just east of the Yahara River (actually, it's Winnebago and not Willy St
there, but most people seem to think of it and call it Willy St there) is
another very problematic intersection.

Cyclists waiting to cross Willy/Winnebago are in direct conflict with NB cars
on Riverside Drive turning right ON GREEN (because the topography renders the
sight lines so poor most drivers, myself included, are afraid to turn right
on red there since we cannot see EB traffic on Willy St. also, for whatever
reason, many, many EB drivers on Willy St fail to stop or even slow down when
faced with a red at the intersection of Willy/Winnebago and Riverside. And
I'm not just talking about those drivers pushing a yellow light. I'm talking
about situations where the light has been red for EB  Willy St for quite some
time, bikes and peds (and sometimes NB cars on Riverside) have already begun
to cross, and a driver blows through the intersection at speed scattering
everyone. It's happened to me and my family multiple times, and there's been
quite a bit of discussion on our neighborhood block's micro-list serve.

I suspect part of it is that the traffic signal there goes to blinking red
for Riverside and bike path traffic and blinking yellow for traffic on Willy
St/Winnebago, and some some drivers who have maybe only ever gone through the
intersection when they faced a blinking yellow light don't realize that they
will ever face a solid red there.

But whatever the reason(s), that crossing needs something done, perhaps along
the same lines as Dunning/Atwood where bikes (and peds?) get a green crossing
and their own interval to cross without having to compete with NB drivers on
Riverside turning right (east) onto Winnebago/Eastwood.

The electronic expression of the No Turn on Red implemented down the street
at the Harmony Bar intersection is one of the best things to come out of that
project. Before seeing this, stewing on how NTOR violations have reached
pandemic proportions and seeing some sobering close calls related thereto, I
had in my mind a proposal, that the law be changed so that EVERY intersection
that is NOT "NTOR" should have a sign indicating right-on-red is allowed, and
that unless otherwise indicated, it's prohibited. The electronic sign trumps
that idea. The State should make this the standard for EVERY NTOR
intersection. Even those based on time-of-day could easily be programmed
using an on-board clock.
