I'm also happy with a reflective jacket designed for workers that I recently 
purchased at Farm and Fleet.  It seems very well made.  F&F offers warmer 
versions than the one I purchased, which is only a cotton-lined shell - a size 
larger than I normally wear, to fit over my other layers.  For being so 
lightweight, though, it adds a surprising degree of welcome warmth.

I have winter studded tires front and back and feel a lot safer (it's safer to 
ride than walk on ice) which I keep on a dedicated winter bike with good 
brakes. It's still difficult for me to plough through more than 1 1/2 inches of 
snow since I'm not a strong rider, but ice is fine.  For evening/night 
visibility, I recently treated myself to a highly reflective workers' winter 
jacket from Farm and Fleet that wasn't nearly as expensive as "biking" gear. 
Cars steer clear from me now, much better.
