Apologies on my part.

Having re-read the https://gitlab.isc.org/users/sign_in page multiple times, I 
now realize that it might be inferring that "disabled temporarily" means no new 
accounts will be created, at all.  Some of my confusion came from the following 
paragraph:

"Accounts with no legitimate activity will be blocked after a day and deleted 
after a week. You need to participate right away after you open the account. 
Open an issue, comment on issue, or enable 2fa to prevent your account from 
being blocked and deleted."

^ that paragraph inferred to me that account creation can still happen.

But - it seems to me now that it's not the case since this list isn't intended 
to be used for creating an account.

Feel free to abandon this thread, unless my above conclusions are incorrect.

Again, apologies for the confusion and misuse of the list.
