I'm not entirely sure what you mean exactly Alex.

We usually just put them in a context that can't dial out.

Either a context that includes internal only extensions, or if you really want 
to shut them down, a context with a _.,1, pattern match, that plays a 
recording ("Outgoing calls are not allowed"), and then hangs up.
