Alex: Contact me off list and I will explain you the process. If I understand you correctly, you probably have an "Extension" assigned for someone.
You ONLY want to allow him/her to call someone else in the office, but want to prevent that individual from making a call to the PSTN via one of your sip trunks... or probably you want to deny the person COMPLETELY from making any calls what so ever. Depending on how you have this set up, you can do it via "contexts" and/or with *if* statements. Cheers!
