Chris: Sounds like you definitely have a lamb left there. There is a shot you can give to cause labor pains. I do not know what the name is, but it is the same for cattle. Your vet should have it. This should enlarge the cervix, if not there are some drugs that will relax the cervix. Again, your vet should be able to help. If not, find another vet sympathetic to sheep. A lot of times a small animal vet will be more help than a large with sheep. You need to act fast, as toxins are building and she will not last long. Try an emergency vet clinic if possib le.
If you can get her cervix relaxed, you will have to reach in there and get the lamb. You will have to know a little anatomy by feel, and it helps to have small hands.
