oxytocin (hormone) ours is double strength and we give 1 - 1 1/2 cc to a 100 lb dog........it induces labor  check with an animal doctor  regular vet...It's for uterine inertia. I use it when I think there is still a pup in there.  It can not be used when there is a pup still in the birth canal.  I get  my meds from a regular vet.  I call her if I am in doubt.  You should be able to find a vet who will work with you.  I have seen our vet reach in and pull out a goat that was to big for a first time mamma.  The osytocin causes labor.  We are blessed with a local small animal vet who also does large animals, farm calls and has lots of experience.

Sounds like you definitely have a lamb left there. There is a shot you can
give to cause labor pains. I do not know what the name is, but it is the same
for cattle. Your vet should have it. This should enlarge the cervix, if not
there are some drugs that will relax the cervix. Again, your vet should be
able to help. If not, find another vet sympathetic to sheep. A lot of times a
small animal vet will be more help than a large with sheep. You need to act
fast, as toxins are building and she will not last long. Try an emergency vet
clinic if possib le.
 
If you can get her cervix relaxed, you will have to reach in there and get
the lamb. You will have to know a little anatomy by feel, and it helps to have
small hands.
