Last year when I was paid for retaining my ewe lambs, there was no mention of being "unbred." Where in the rule did your extension agent think the ewe had to remain unbred? Also, if your extension agent wants to start discriminating against hair sheep, then he opens himself up for a lawsuit. This is a federal program and it sounds like you need to contact some of the feds. I'd start with the American Sheep Association.
