They have hair from birth. Some have baby hair that is "fuzzy" for lack of a better word, and their adult hair smoothes down. In the winter, they may develop a short wool undercoat that sheds out in the spring. If your sheep have wool at 3 months of age, I would suspect that they are a cross-breed.
