No, it isn't. It first appeared in the C-shell, and soon after that in the Korn shell. Subsequent shells (including GNU Bash) got it from one of those two places. I have no idea if "~" is actually specified in the POSIX shell (IEEE 1003.2) or subsequent standards, such as SUSv3, because IEEE and the Open Group seem to charge money for the standards, which i can't afford to pay. : So "~" is not functional in the original Bourne Shell?
