maintaining that info is called "session management".  If an external program
does it there must be communication between it and the wm.  I am not aware of
GNOME having an external session manager, but it is possible.

Also note that as of GNOME v2 they use netwm and not the GNOME only WIN
protocol.  So the GNOME patch is rapidly becoming obsolete.
