No, but if aRts can (or is supposed to be able to) be used without KDE, then this is a bug. OTOH, if it's not intended to be used standalone, then we should add a note about the runtime dep...if that is the cause. Also, I wonder what else might be broken without (again assuming that is the problem). I didn't have the time to install kde parts yet, but am starting on them now.
