[blfs-dev] Qt install instructions

As a part of the upcoming KDE changes, I simplified the Qt4 and Qt5 
instructions similar to, but not identical with, the systemd book's 
instructions.  I'd appreciate it if someone could review the changes for 
sanity and perhaps test the instructions.
