Not having looked at the code, but relying on what is in
/etc/default/useradd, useradd -D, and useradd(8), I'd say no, this
feature is not supported. Besides, the permissions (and umask) for a
user should be the *user's* choice, within reason. Perhaps group
writability is needed. Perhaps there is a public_html dir. 0700 on
/home/username would kill it.
