Boy, I'm still using Winamp 2.1 so I'm not sure where it would be in your
version.
It should be in preferences somewhere possibly under affects.
Sorry I can't help you more but I'm sure it's there somewhere.

I went to preferences and output. Vocal remove wasn't in there. I guess I
should have asked, "Where do you put it?" When it installed, it put the
dll in program files and then inside plug-ins. It didn't show up in the
list. Hope that's a little clearer.
