I don't know about electrical heating systems but could these heaters be filled with water and heated with an electrical heating element? If so then maybe they might have air in the system that needs to be bled off. Is there a valve some where on the heater? On the other hand you said you are in an apartment. Does this mean you are renting? We all like the idea of fixing things our selves that is why we are all here. ON the other hand when you rent fixing crap that is not working through no fault of your own is part of what you pay for.
