Of course.  One you can use what is called line theromstat running the power 
for the baseboard unit throug the stat like a light switch to control the 
heater.  The heater would be left on the high setting or the control would be 
by passed.
Another way is using low voltage thermostats, a transformer and control relays 
or contactors inserted in the power line for each room heater.  The relay might 
be installed in the heater, a junction box or sometimes in the panel box, space 
permitting. The heaters would again be turned to high setting or jumpered for 
continous running.
A lot of how to do the job would depend on the local conditions such as is the 
basement accessable from underneath.  Is each heater on its own circuit and is 
the attic accessable for wiring.   Many things to check out before committing 
on a course.  And the cost consideration also
