Well, insulation is relatively cheap particularly if it is designed for in new construction. I don't suppose building codes require it yet and a lot depends on weather you design for the heating and cooling plant or the other way around. There are other significant considerations too, size and placement of windows, double or triple glazed and so on. They used to figure that no more than 10% of the wall area should be windows for optimum light to heat loss ratios. Few would find that aesthetically acceptable.
We tend to use double doors as heat air locks. I don't remember being aware of similar barriers down there to cooling loss. An air lock such as a porch entry can save a pile of heating or cooling money. Even here though I note many homes with no such feature. Open the door in the winter to 40 below and you empty the home of warm air almost immediately, often right into the front room.
