No I wouldn't drain the water. I would put a whole house filter on my house.
I would also put one on the kitchen and the bathroom sinks. This is just me.
I would see wat this did after putting it on. Giving it about two weeks to
get things filter out. By flushing the water heater you are just fixing
things temporally at the best.

works for me. but there is a nasty taste to the hot, even I can tell. So 
I'm thinking I have to drain the hot. 80 gals water and the energy to heat 
it wasted unless I can think of something to do with the water that 
doesn't include detremental effects of the reason I'm dumping and giving 
the tank a flushing.
