Yes, this is how bulk tanks works and if you rent the tank from them. It
works the same if you own your tank but you don't pay the rental fee and you
have to maintained your own tank. The gas cost a little more if you own your
own tank. That is because they are not getting the rental fee and you are
not tied to one gas company.

Our propane company provides a 120 gallon tank. 
If you have one of those, they will come to the house to fill it. They fill
it about 85 percent to allow for expansion. I had mine setup to be filled
every three months automatically. They charged $7.29 per month for the use
of the tank and they maintained it.
Maybe a company in yur area has a similar system.
