I agree that current mobile technology is not up to the task in normal BOINC projects. However, Google just launched its own GPS system based on Google Maps for Android, that requires the user to be connected at all times: http://www.techcrunch.com/2009/10/28/google-redefines-car-gps-navigation-google-maps-navigation-android/
Maybe it's too soon for it to work in every phone, but if this app has already been presented (although it's still in BETA), I suspect it won't be long before we see better connections, and more powerful mobiles more often.
