I am a youth librarian at a public library and I also used to work in
an elementary school library.  These are the books that I have seen
interest reluctant readers around the age of your niece:

Picture  Books:

Any of the Olivia books by Ian Falconer
Any of the Lilly books by Kevin Henkes

Very beginning chapter books:

The Cam Jansen Series by David Adler
The Magic Tree House Series by Mary Pope Osborne
The stories about Amber Brown in 1st & 2nd Grade by Paula Danziger

And you might enjoy reading to her: The Ramona Series by Beverly
Cleary or the Judy Moody books by Megan McDonald.

You might also consider books on CD, especially if they have a full
cast of readers.
