It appears that it costs about 300 dollars to purchase the standard from
ISO.org. Ouch.
It also appears that it may or may not be available as a PDF in the top 5
results if you search for the standard name, 14882-2003.

The most recent version is the C++ 2003 std, that includes the first TC.
It's paper n1316 on the C++ std website, but appears not to be publicly
available :-(
The draft for the next std is here:

probably shouldn't be using that.
