I'm guessing you got ssh from Cygwin only, since I have the latest
WinCVS, and it doesn't have any ssh client at all.

I'm pretty sure non-Cygwin people have to get a separate ssh
client, which is why Putty is often recommended.  I saw this in the
docs too.
