  important messages should be sent to the list and personal, or
uninformative messages should be sent to individuals. Changing
the default
behaviour should shift the balance so that we get less of the
latter, and
less email sent accidentally to the list instead of an
individual.

It will still be very simple to reply to a message but to change
the email
address so that it goes to the list.
