Why would states have to wither away in order for there to be a world government? Did European states wither away prior to the formation of the EU? I don't think the two are mutually exclusive.

It's highly unlikely that there will be a dominant WG, but that doesn't mean that there could not be some sort of loose federation that represents most nations and has some method of collecting revenue, electing officials, policing, etc.
