It is a crime committed by the business people who are doing it. Ideally, they should repent, stop it, and make restitution to the employees who they cheated. If not, they should be prosecuted and forced to stop it and make restitution to the employees who they cheated. Unfortunately, I don't know if there is enough evidence in cases like this for the authorities (district attorney, etc.) to pursue prosecution. Frex, is there any record of the original hours, other than the statement of the employees, which would be admissible in court? Not that I think the employees are likely to be lying, but without supporting evidence it is their word against that of the employer. And while a computer expert might be able to examine the computers and uncover evidence that the records had indeed been changed, I suspect that such expertise is expensive enough that the prosecutors could only justify using it for the largest cases, and therefore the majority of such cases will slip under the wire because the amount that was stolen by any individual person or company is much less than what it would cost to prosecute that individual person or company. Not that that makes it "right", just that in many cases that is what overworked prosecutors are likely to conclude.


If you have evidence that either the POTUS and the current administration are behind it, are telling business people to do it, or are covering up for business people who do even though they have been presented with proof which be sufficient to convict, then your subject line is appropriate. Otherwise, it comes across as simply more of the mindless, irrational hatred of Bush that is so common from some these days: at least as widespread as the hatred of Clinton during his administration was from other sources. I don't consider myself a Bush apologist. I'm just sick and tired of hearing claims (not just about the President or the current administration) made with no evidence or proof. FWIW, though I was certainly no fan of Clinton as President, I did take exception on a number of occasions to what I considered egregious and irrational attacks on him and his policies and people.
