I thought the rule of thumb was to multiply time by 2 _and_ change to
the next higher time unit. Frex, when marketing (or management, or
in general anyone whose primary job is to make things look good to
customers or the public at large, and that definitely includes
politicians) says that something will take one week to accomplish,
expect the real time to be not less than 2 months . . .
