Richard,

'Without portfolio' simply means a Board member without a specific named
title.  All Board members must take part in meetings, discussions and
votes - many of those standing have mentioned an interest or group that
they wish to represent.  

In addition 'without portfolio' Board members take the lead (or become
involved) in specific/ongoing projects; again many of those standing
have mentioned areas in which they wish to achieve something (see the
manifestos).
