I don't think Paddy Murphy should be dragged into this discussion. The Tour is a series of events which are run on the assumption that the teams entering each event will be consistent. Paddy Murphy may be a foreign team, but they are always committed to the whole of the Tour, and because of this I don't see any problems with them being allowed to enter.
The issue here is with foreign teams playing a single tour event, when the Tour is clearly not designed for that. If a UK team wants to enter half way through the Tour, they have to start at the bottom of the B Tour. Why should the rules be any different for a foreign team? What's to stop a UK based team saying they are foreign to be able to enter a single event in the A Tour? The idea of allowing one foreign team into each event is an interesting one, but how would you choose that foreign team, what would happen if there was an event with no foreign team, and how would you seed the foreign team, considering that the level of that team would be different from one event to the next?
