Always best to read and re-read the rules, and trust what they say:

"Everyone always says "It's always a D infraction if the defender is
moving at all" " - yes, they do always says that, and it's one of the
most stupid and annoying word-of-mouth-rules in the game.  If you
actually read the rules you'll find that a lot of what 'everyone
always says' is bunk.

2) This is actually down to the interpretation of what the word
'should' implies - I interpret the new marker infraction rules as
meaning yes, you can call 'foul' and stop play if you wish (after all,
the introduction of 'contact' is surely to benefit the offensive flow
rather than just give defensive fouls less punishment), but in most
situations, where offensive flow is more important, it's recommended
you call 'contact' as it's to your advantage.  Others (in my team
even) interpret the 'should call contact' phrase as meaning the
thrower should never call foul and should always call contact...
unfortunately it looks like this is a grey area which'll need to be
clarified in the next rules revision (though I'm not complaining).
